Scope & Requirements
The U.S. Army Corps of Engineers (USACE) Detroit District is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities to provide architect-engineering (A-E) services for the USACE Great Lakes and Ohio River Division (LRD) Civil Works and Interagency and International Services (IIS) programs. The intention is to procure these A-E services through a qualifications-based selection at the task order level with all task orders to be issued as Firm-Fixed-Price (FFP) task orders.
Task orders issued under this Regional A-E MATOC are anticipated to include a variety of A-E services with performance located within the geographical boundaries of USACE LRD. A-E services for task orders may include, but is not limited to the following activities:
- Preparation of Construction Drawings and Specifications for Design-Bid-Build (DBB) (Complete Design) Projects And Design-Build (DB) Request For Proposals (RFPs)
- Concept Level Designs and Engineering Feasibility Studies
- Field Investigations and Site Assessments of Existing Conditions
- Value Engineering Services
- Engineering During Construction (EDC) Services such as Shop Drawing Review, Site Inspection, Quality Assurance, etc.
- Design of Demolition/Deconstruction
- Hazardous Materials Survey, Analysis, and Abatement Methodology Sustainable Design
- Construction Cost Estimates and Schedules
- Technical Studies/Analysis in Support of Design for New Construction and Renovation
- Comprehensive Planning for Future Construction Requirements at Civil Works Locations
- Coordination and Attainment of Local, State, and Federal Permits’ Support
- Coordination in Development of Utility Agreements
- Utility Investigations
- Participation In Site Visits, Investigations, Design Charrettes, Design Review Conferences, Etc.
- Commissioning Plan Development
- Incidental A-E services may also be included in the task order scope to include Geotechnical Investigations, Sampling and Analytical Services, American Land Title Association Surveys, Deed And Title Services, Archeological Surveys, etc.
The contractor will provide all materials, labor, equipment, supervision, and administration as necessary to perform the work as described above for each task order to be issued.
