Scope & Requirements
This notice is published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 for the dissemination of information for proposed contract actions. This is a Notice of Intent to award a sole source contract; it is not a request for competitive quotes or proposals.
The Defense Threat Reduction Agency (DTRA) intends to issue a six (6) month Firm Fixed Price (FFP) sole source contract, with one six (6) month option period, to General Dynamics Information Technology (GDIT). This action will ensure the continuation of the Defense Stockpile Management Systems (DSMS) support currently provided under contract HDTRA121F0072.
The implementation of this short-term contract action is essential to prevent a lapse in critical nuclear logistics IT infrastructure support to the entire U.S. Government, while the follow-on procurement for this requirement is actively competed.
In the absence of qualified sources capable of assuming full operations with zero mission degradation during this brief period, a contract will be awarded on a Sole Source basis to the incumbent. This action is taken pursuant to 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Transitioning to a new contractor for this abbreviated period would result in unacceptable delays in fulfilling the agency’s critical mission requirements.

Interested parties have fifteen (15) days from the date of this publication to submit clear and convincing written evidence of their qualifications and capabilities to assume full operations of the DSMS system with minimal transition.
