Scope & Requirements

The U.S. Army Corps of Engineers (USACE) Kansas City District (NWK) intends to solicit, negotiate, and award a one-time Unrestricted, Firm-Fixed-Price, Design-Bid-Build construction contract to construct a new Contaminated Waste Plant (CWP) and remodel and renovate three additional buildings at the Lake City Army Ammunition Plant (LCAAP) located in Independence, MO.

The estimated magnitude of construction is between $100,000,000 and $150,000,000.

A bid bond will be required with your proposal in the amount of 20% of the offeror proposed price or $3,000,000.00 whichever is less. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract.

The requirement is an Unrestricted/Full and Open competitive acquisition; both small and large businesses are eligible to respond.

Site Visit: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerers or quoters are urged and expected to inspect the site where the work will be performed. The site visit will be limited to three people per contractor. All personnel must complete the attached LCAAP Access Form and be cleared through LCAAP. If your personnel are not cleared, they will not be allowed on LCAAP. Forms will need to be returned to Angelique Dilmore at [email protected] as soon as practicable but no later than 24 March 2026 at 3:00 p.m. CST. The site visit will be 08 April 2026 at 9:30 a.m. Central. All personnel attending the site visit will meet at Building 6 in the War Room.
