Scope & Requirements

This is a solicitation for commercial services prepared in accordance with part 12. Quotes are being requested and a separate written solicitation will not be issued. The objective of this acquisition is to award one firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Solicitation number 47PF5326Q0004 is issued as a request for quotation (RFQ) for Parking Garage Management Services.

This acquisition is set-aside for Women Owned small business concerns. This solicitation incorporates provisions and clauses by reference.

(ii) Reference the Standard Form 1449 for a list of line-item number(s) and items, quantities, and units of measure (including option(s)).

(iii) Reference the Performance Work Statement for a description of requirements for any items to be acquired in performance of this requirement.

(iv) Contemplated Period of Performance is a six-month base year (December 1, 2026 to May 31, 2027) and four one-year options, with the possibility of an option to extend services for up to six months. The location of performance is at the Bricker Federal Building Parking Garage, 200 North High Street, Columbus, OH 43215.

(ix) Submission instructions: All responsible contractors are invited to submit a quotation. Your submission must include the following required documents and/or information:

  1. RFQ number.
  2. Contractor Point of Contact (POC) Details: Provide the name, address, telephone number, and email address for the primary contact. Additionally, specify the name(s) of the individual(s) authorized to participate in any discussions, if they are different from the primary POC.
  3. Signed Standard Form (SF) 1449 and any amendments issued.
  4. Attachment B: Line items and Schedule of Services (in Excel format).
  5. Attachment D: Past Performance References.
  6. Attachment E: Contractor’s Cost Proposal Worksheet (in Excel format).

(x) Evaluation will be conducted in accordance with FAR 52.212-2 (GSA Class Deviation RFO-2025-12) and FAR 12.203 (GSA Class Deviation RFO-2025-12).
