Scope & Requirements

This effort is for a non-personal service contract to support the Marine Corps Air Station (MCAS) Yuma, Arizona, with a Religious Ministries Musical Director (RMMD) for the Station Chapel. The RMMD shall coordinate and administer the Roman Catholic and Protestant music programs. The contractor shall provide the level of support required to meet the Government needs in accordance with the Statement of Work (SOW).

Music is an integral part of religious services/masses. The technical expertise needed to provide these services is beyond the capabilities of present government personnel. Contractor shall receive insight from the MCAS Yuma Command Chaplain pertaining to the coordination and administration of the program.

This requirement is anticipated to be for one base and four option years. Option years are not guaranteed.

Services are estimated at an average of thirteen (13) sessions per month, comprising one (1) weekly Roman Catholic religious service, one (1) weekly Protestant religious service, and one (1) weekly Combined Worship rehearsal, totaling fifty-two (52) sessions, annually, for each denomination/grouping, and eight (8) special mass sessions totaling 164 sessions in FY 26, 27, 28, and 29. As FY 27 will be a leap year, with one additional Sunday, that year will total fifty-three (53) sessions per denomination and eight (8) special mass sessions totaling 167. It is estimated that one session is equal to one hour.

In addition to regularly scheduled services, the contractor shall perform no more than eight (8) Special Masses. All sessions will be performed as approved by the MCAS Station Chaplain. These services are not guaranteed to be offered to the contractor however if they are the contractor will have a minimum of a 72 hour notice. Services may include: New Year’s Day, Confirmation Mass, Ash Wednesday, Maundy Thursday, Good Friday and Christmas Eve/Christmas, Assumption of Mary and All Saints (Estimated and not Guaranteed).

The contractor shall perform no more than the specified quantity of this SOW unless mutually agreed by both parties via contract modification.

The contractor shall provide a quality music program during the periods listed in this SOW with emphasis on, but not limited to: Planning and coordinating musical selections; Accompanying singers, choirs and congregation; Maintaining music supplies and material.

In the event the Contractor is unable to provide services, the Contractor shall provide a substitute at the Contractor’s expense as depicted in this Statement of Work (SOW) at no additional cost to the Government. If an alternate is provided the substitute shall meet all contract specifications and the alternate shall perform at the same music ability level or above.

The Contractor shall notify the MCAS Station Command Chaplain of planned substitutions two weeks in advance of arranged absences (i.e. vacations and holidays).

The Contractor shall notify the MCAS Station Command Chaplain and coordinate with his/her substitute by telephone and email between 2-3 hours ahead of scheduled time when unable to perform services due to non-scheduled time off, illness, inclement weather, and/or emergencies.

All work shall be accomplished within the guidelines of the SOW and in coordination with the MCAS Yuma Command Chaplain. Provision of services to Roman Catholic Masses shall also be in accordance with the directive of the Archdiocese of Military Services and the Roman Catholic Church or his representative of the chapel assigned.

Contractor shall be liable for loss, damage, or theft of government property due to Contractor’s carelessness and/or negligence. Negligence will be determined by appropriate Report of Survey findings.

Contractor shall furnish his/her own transportation to and from the work site(s). There will not be any travel reimbursement included in this contract. The Government will not be liable for loss, damage, theft, or maintenance of personal equipment. Contractor shall ensure that personal property is clearly marked and identified to preclude misidentification as government property.

Contractor is solely responsible for all tax liabilities. No provisions are implied or provided in this contract for any benefits such as medical care, retirement, or worker’s compensation.

Contractor shall be familiar with and ensure compliance with provisions of the Privacy Act, Freedom of Information Act, and limitations on government collection of personal and statistical data on nonaffiliated personnel. Contractor shall regard personal information on all applicants, volunteers, and participants as confidential. As required by public laws and military regulations Contractor shall divulge information of illegal activities to the proper authorities.

Contractor shall demonstrate proficiency in accompanying both a Protestant service and a Roman Catholic Mass on either a keyboard type instrument or a guitar. Contractor shall perform a five (5) to ten (10) minute work of their choice at the MCAS Station Chapel for the Command Chaplain. Contractor shall be prepared to discuss their rationale for registration and interpretation. An oral interview and audition may also be conducted at the same session to establish musical proficiency as determined by the Command Chaplain.

It is expected the Religious Ministries Musical Director (RMMD) shall be a professing Christian in good standing with pastoral references during the contract period of performance in order to be eligible for the contract.

Contractor shall provide the name, address, and telephone number of no more than three (3) references for which the contractor has provided past performance as a musician for religious services or other relevant professional references. It is preferred that the combined references should provide a minimum of five (5) years experience.

Contractor shall coordinate and administer the music program for active duty and retired military, dependent Family members and civilian employees at the MCAS Yuma Station Chapel. Contractor shall coordinate and administer the program concurrent with the advance approval of the MCAS Station Command Chaplain. Contractor shall communicate with the chaplain, worship leaders, cantor, and other musicians conducting services to ensure a coordinated service of worship.
