Scope & Requirements

This amendment is provided to all potential offerors for the upcoming Türkiye Base Operations Support (T-BOS) and Spain Base Operations Support (S-BOS) acquisitions.

In the interest of continued transparency, and as a result of extensive, valuable feedback from industry, the Government is releasing final draft versions of several key solicitation documents. This release is intended to provide maximum insight into the acquisition strategy and to facilitate offeror preparation prior to the formal release of the final Request for Proposals (RFPs).

Please be advised of the following updates to the acquisition schedule:

  • A. New, Separate SAM.gov Postings: While this current notice will remain active for historical purposes, the final RFPs for each requirement will be posted under new, separate, and unique SAM.gov notices. Offerors must monitor SAM.gov for these new, specific solicitations.
  • B. Anticipated RFP Release Dates:
    • The S-BOS (Spain) RFP is forecast for release on or about 15 June 2026.
    • The T-BOS (Türkiye) RFP is forecast for release on or about 30 June 2026.

The following DRAFT documents are attached to this notice for industry review:

  • Attachment 14: Draft Performance Work Statement (PWS) – T-S BOS (15 May 2026): This is the most current version of the PWS, containing standardized language applicable to both locations.
  • Attachment 15: DRAFT Section L ‘Instructions to Offerors’ (Spain-Specific): This draft is tailored to the S-BOS requirement but will be used with minimal changes for the T-BOS acquisition.
  • Attachment 16: DRAFT Section M ‘Evaluation Factors for Award’ (Spain-Specific): This draft is tailored to the S-BOS requirement but will be used with minimal changes for the T-BOS acquisition.
  • Attachment 17: DRAFT H-Clause – Liquidated Damages for Key Personnel: This is a revised version of a special contract clause that the Government intends to include in both solicitations. It has been updated based on previous industry feedback.
  • Attachment 18: Türkiye Civil Engineer Maintenance Report: An Excel spreadsheet listing all maintenance items accomplished and documented in the NexGen IT system since 1 January 2025.
  • Attachment 19: T-S BOS Real Property Listing: An Excel workbook detailing all USAF Real Property (e.g., building numbers, square footage, age) for both BOS locations.
  • Attachment 20: Draft CLIN structure for S-BOS requirement. T-BOS structure will look similar adjusted to the requirements IAW the final PWS.

All Documents are DRAFTS: The attached documents are for informational and market research purposes only and are subject to change prior to the release of the final RFPs. The Government is not seeking proposals at this time and will not respond to questions regarding these draft documents.

Controlled Unclassified Information (CUI): Several of the attachments to this notice are marked as CUI. Access to these documents is restricted. Interested parties must be certified in SAM.gov and must request access to the controlled documents via the SAM.gov notice. Requests will be validated prior to the granting of access.

This release represents the final pre-solicitation communication from the Government. The extensive, iterative market research process for this acquisition is now concluded. The Government thanks all industry partners for their invaluable participation, time, and expertise. Your feedback has been instrumental in shaping a more resilient and competitive acquisition strategy.

Site Visit Details for T-BOS at Incirlik Air Base:

  • Arrival Date: 20 May 2026
  • Time: 1100 AM (Attendees must arrive 180 minutes prior for processing)
  • Meeting Point: Incirlik AB, Main Gate
  • Required ID: All attendees must present the same valid, government-issued photo ID that was submitted with their registration. Names must match exactly.
  • For Turkish Nationals ONLY: All attendees must provide the following additional documents to receive base access:
    • Genel Bilgi Toplama (GBT) from a Turkish Police Station
    • Adli Sicil Kaydi (Criminal Background Check) from Turkish Authorities/eDevlet
    • Social Security Information
    • Kimlik
