Small Business Set-Aside Programs Explained: 8(a), HUBZone, SDVOSB, WOSB

The federal government sets a statutory goal of awarding at least 23% of prime contracting dollars to small businesses, with specific sub-goals carved out for socioeconomic categories. If your business qualifies for one of these designations, you gain access to a pool of competition that's often far less crowded than the open market.

8(a) Business Development Program

Administered by the SBA for businesses that are at least 51% owned by socially and economically disadvantaged individuals. The program runs up to nine years and includes mentorship, sole-source contracting authority up to certain dollar thresholds, and set-aside competitions restricted to other 8(a) firms.

Service-Disabled Veteran-Owned Small Business (SDVOSB)

Requires at least 51% ownership by one or more service-disabled veterans, certified through the SBA's Veteran Small Business Certification (VetCert) program. Many agencies, particularly the VA, carry aggressive SDVOSB set-aside goals, making this one of the more actively pursued categories.

HUBZone (Historically Underutilized Business Zone)

Requires your principal office to be located in a designated HUBZone and at least 35% of your employees to reside in a HUBZone. The program is designed to stimulate economic development in underinvested areas, and HUBZone-certified firms get a price evaluation preference in full-and-open competitions in addition to set-aside eligibility.

Women-Owned Small Business (WOSB / EDWOSB)

Requires at least 51% ownership and control by women. The Economically Disadvantaged WOSB (EDWOSB) sub-category adds an income and net-worth threshold. Both are targeted at industries where women-owned businesses are historically underrepresented, as defined by SBA-published NAICS lists.
